The Bunkering Operation
A bunkering is a controlled, checklist-driven evolution, and the chief engineer's authority over it is the first line of defence against both quantity and quality loss. The sequence matters because each step preserves evidence for the next.

Pre-transfer checks and agreement
Confirm the ordered grade and quantity, exchange the ship-shore safety checklist, agree the sampling method and point, and inspect the barge. Ask to see the barge flowmeter calibration certificate and confirm the seal is intact, and refer to the barge cargo piping diagram.

Opening measurements
Take barge tank soundings before delivery, applying the correct trim and list and recording the actual fuel temperature — then convert readings to quantity using the sounding tables with trim, list and temperature correction. Careful barge measurement is what catches short supply.

Sample throughout, at the manifold
Draw a continuous-drip sample at the vessel's own manifold across the whole transfer, witnessed by the barge representative and any surveyor. The manifold is the ship's custody boundary — samples taken there hold the evidential weight in any dispute.

Closing measurements and reconciliation
Take final barge soundings and the ship's own tank measurements, and cross-check against the ship's flowmeter if fitted. Question any significant difference between the barge figure, the ship's received figure, and the BDN before signing anything.

Document, seal, and protest if needed
Record sample seal numbers on the BDN, retain the samples, and where any quantity or quality discrepancy exists, follow the vessel's SMS — which may include issuing a Letter of Protest. The protest lodged at the manifold is worth more than any argument raised later.
How Quantity Is Measured — and Manipulated
The core vulnerability is simple: fuel is delivered by volume but paid for by weight, so you must know the exact density to know how many tonnes you actually received. Every manipulation exploits the gap between volume and mass.
The Cappuccino Effect
Air deliberately introduced during pumping aerates the fuel, so a volumetric meter registers fuel plus tiny air bubbles as a large volume of oil — while the entrapped air adds almost nothing to the mass. Bubbles are barely visible and the fuel can stay aerated for days, so sounding may not reveal it.
Flowmeter Bypass
A small bleed-off line after the barge flowmeter can return fuel to the pump's suction side, passing it through the meter twice. Small in diameter but significant over a full stem — which is why checking for suspicious lines after the meter matters.
Temperature and Density Tricks
A wrong temperature or an inaccurate density figure shifts the volume-to-mass conversion in the supplier's favour. Recording actual measured temperature and checking density with a meter defends the conversion.
The Countermeasure: Mass Flow
A Coriolis mass flow meter measures mass flow rate directly and is not influenced by entrained air — which is exactly why mass-flow metering, mandated at some hubs, defeats the cappuccino effect that fools volumetric meters.

An independent bunker quantity survey is the strongest single protection. A surveyor witnesses and records the opening quantities, the sampling, and the closing quantities in a Bunker Survey Report — a vital piece of documented evidence should a dispute arise over quantity, quality, or the chain of custody of the samples. A Remaining on Board (ROB) survey physically measures and takes the temperature of every fuel tank, verifies tank reference heights against the calibration tables, and compares measured quantities with the declared logbook and arrival figures. Independent measurement, separate from the crew's, is close to a legal necessity when a claim is contested.
Fuel Quality and ISO 8217
Quantity is only half the exposure. A stem that is fully delivered but off-specification can do more damage than a short one, because it reaches the engine before anyone knows. Bunkers are contractually procured with ISO 8217 as the acceptance criteria for fuel quality.
ISO 8217 is the specification
The internationally recognised standard fuel is tested against, ensuring it meets both regulatory and commercial requirements. The current edition, ISO 8217:2024, adds complexity as the industry integrates biofuels and new distillates into standard grades.
Stability and compatibility
VLSFO blends can be unstable or incompatible with fuel already on board, dropping asphaltenic sediment. Compatibility between a previous and a subsequent fuel should be ascertained — ideally by external laboratory — before commingling, and separate tanks avoid the problem entirely.
Sediment and sludge
Fuels near the Total Sediment Potential limit can generate heavy sludge in purifiers and clog filters and separators. Best practice minimises heating to avoid thermal ageing, and tanks are opened, inspected and cleaned regularly to remove sludge and cat fines.
Cat fines
Abrasive catalyst-fine particles cause rapid liner and ring wear, scuffing and micro-seizures if not removed. Settling and service tanks must be checked frequently for water, sediment and solids at the bottom drains — the service tank is often forgotten.
The practical defence against quality problems is the on-board fuel treatment train — settling, purifying and filtering — combined with vigilance. Ship's engineers tend to focus on the settling tank, which at the correct temperature is a good first stage for removing water and solids, but the service tank should not be forgotten. And because there is no avoiding the occasional receipt of dirty fuel, the tanks themselves must be maintained on a schedule, not just when a problem appears.

Documentation and Sampling: The Evidence That Wins
Every bunker dispute is decided on paper and samples, not on what the crew remembers. Two documents and one sample carry almost all the evidential weight, and getting them right is the whole discipline.
The Bunker Delivery Note
Required under MARPOL Annex VI Regulation 18, the BDN records the receiving ship's name and IMO number, port, date, the supplier's details, product name, quantity in tonnes, density at 15°C, sulphur content, and a signed declaration that the fuel conforms to the applicable regulation. It must be retained on board for a minimum of three years. If it lacks required information, a notification should be issued.
The MARPOL sample
Every BDN must be accompanied by a MARPOL sample representative of the fuel supplied — minimum 400 ml, labelled, and retained on board for a minimum of 12 months or until the fuel is substantially consumed. Critically, this sample is retained for authorities and is not to be used for commercial disputes; a separate commercial sample serves that purpose.
Where the sample is drawn
MEPC.182(59) recommends sampling at the receiving vessel's inlet bunker manifold, while ISO 13739 keeps open the option of either end of the hose. Because samples hold pivotal evidential weight, the vessel should insist on sampling at its own manifold — its custody boundary — with the barge representative and surveyor witnessing.
The Letter of Protest
Where any quantity or quality discrepancy appears, the vessel's SMS protocol may require a Letter of Protest, issued at the time, recording the discrepancy. Sample seal numbers are entered on the BDN so the chain of custody is unbroken from manifold to laboratory.
MARPOL and the Sulphur Cap
The regulatory dimension sits on top of the commercial one, and it is unforgiving. The sulphur limits apply to all fuel oils — heavy fuel oils, marine diesel and marine gas oils — regardless of how they are used on board.
A test result over 0.50% is not automatically confirmed non-compliance — but authorities may treat it as such. Under ISO 4259, test methods carry inherent uncertainty, and ISO 8217:2024 Clause 8 provides that in disputes the ISO 4259 procedures for interpreting results based on test-method precision shall apply. But a result commercially acceptable within those reproducibility limits does not guarantee a flag or Port State Control authority will adopt the same interpretation — authorities may apply a strict reading of the 0.50% limit regardless of statistical margins, particularly where the MARPOL sample is relied on. The safe course is to retain all samples properly and seek Club advice early if in doubt.
There is a further trap in the gap between regulatory and contractual obligations. A shipowner's MARPOL duties may not align with their charter party obligations — the BIMCO Bunker Quality and Liability Clause 2011, for instance, requires charterers to supply fuel of agreed specifications that is stable, homogeneous, suitable for the vessel's engines, and compliant with ISO 8217. Class surveyors, PSC inspectors and other interested parties will scrutinise the ship's sampling procedures, fuel change-over procedures, engine log books, BDNs, and the fuel oil sample inventory — so the documentation has to be complete and consistent, not just present.
